"Old Alcove and Staircase in the Residence of Mr Thomas Oakley (Mayor of St Albans) Holywell Hill. Sketched Sep 16 1898." Drawn and etched by Holmes Winter. Thomas Oakley was mayor of St Albans in 1897. He was also a prominent local business man who ran Oakley's general store on the corner of High Street and Holywell Hill.
