"William Cecil. Lord Burleigh. In the Collection of the Rt. Hon.ble the Earl of Burlington. " Engraved by Goldar for Harrison's Edition of Rapin, published in London "as the Act directs Nov 6 1784." William Cecil, 1st Baron Burleigh (also spelt Burghley) (b.1520 – d.1598), was the chief advisor of Queen Elizabeth I for most of her reign, and Lord High Treasurer from 1572. Among his many titles, he was Lord Lieutenant of Hertfordshire between 1588–1598. He lived at Theobalds in Cheshunt, Hertfordshire. He was also the father of Robert Cecil, 1st Earl of Salisbury, who was responsible for tearing down most of the old palace of Hatfield House and building the new Jacobean house which still stands today. Hatfield House has been the home of the Cecil family ever since.
